Could I wear elegant sandals for a formal reception in winter?

I will be going to USA for a formal wedding before new year. I have a beautiful dress that looks better with high hills sandals. I don’t know if ladies wear sandals during winter for formal parties or should I look for some elegant close shoes?
In case I can wear my sandals, should I wear them with bare legs or should I wear stockings?
