Im looking for small venues for my wedding roughly 50 people. I have no idea where i know i dont want it to be overly expensive and i prefer to be overlooking the beach or water. Any help please and thank you.

There are lots of great places in San Diego. Many will accommodate more, but are also great for small groups. It sounds like you would love the Wedding Bowl in La Jolla. It is on a bluff overlooking the ocean and only accommodates 50.
